Check and resolve

Check MA plus spendable referral credits; a zero total blocks free models too. For video check reservations of unfinished jobs, wait for settlement, reduce supported duration/specs or deposit funds.

Chat does not reserve max_tokens exposure; lowering it is not a reservation release. 403 quota_exhausted is a separate key quota issue.
