Balance and 402
Account balance, referral credits, video reservations and key quotas.

Admission check
Before a call, MA balance plus spendable referral credits must be positive. A zero total blocks even free models. Chat does not reserve a max_tokens budget; settlement follows the call and may leave a negative balance.
Video reservations
Video submission estimates and reserves exposure from the model price and requested specs; running jobs reduce availability. Completion settles the charge and failure releases the reservation. Wait, reduce supported duration/specs or deposit funds. This does not describe chat or images; max_tokens is not a general reservation control.
402 versus 403
402 insufficient_balance concerns account funds; 403 quota_exhausted concerns the key's own quota. Raise the key limit or reset usage in the console; this is not a model permission error.
